At your request I have instructed my staff to start reviewing all submissions by the regulated community to find any and all minor technical flaws, including the lack of punctuation, capitalization, abbreviations and any other ways we can hold up the processing of registrations and other lobby reports. This will have several positive consequences. It will keep our under talented staff focused on rules they can blindly follow without any understanding of the underlying effects. It will also result in a huge backlog of registrations that are not approved so the regulated community cannot timely file amendments thereby preventing the media and the public from seeing timely disclosure and it will provide me an opportunity to ignore my staff's questions and focus on preparing regulations as you requested. With any luck I can just cut and paste the statute and sprinkle in some meaningless bullshit about tweets, tagging and twatting without addressing all the real issues the statute presents.
